You can become self-employed only in the activity types on the approved list. From 1 January 2026 a new list applies: Annex 2 to Presidential Decree No. UP-50 of 19.03.2025. It has 72 items instead of the previous 104.
1. What changed
More than 30 types were removed. Among them: tutoring and running hobby groups, hairdressing, manicure, pedicure and cosmetology, photo and video shooting, creating and editing texts (copywriting, editing), tour guide services, real estate services, minor car repair, general construction repairs for individuals, cleaning premises and landscaping for individuals, furniture repair and assembly, laundry and ironing at home, sewing and clothing repair, making sweets, salads and drinks at home, retail of farm produce at dehqon markets, and collecting recyclables.
Added: retail sales of goods and services on online marketplaces, preserving intangible cultural heritage (dorboz, askiya, lapar) and raising chickens at home.
People whose activity was removed must register as a sole proprietor or a legal entity to keep working legally. Since 1 May 2025 the self-employed are exempt from state duty for such registration.

3. What matters for companies
- The "for individuals" limitation. Some items are explicitly limited to services for individuals: plumbing, electrical work, computer repair, cleaning and housekeeping, car washing. Paying a self-employed person for such work on behalf of a company is risky.
- Types most used by business: order-based delivery (item 18), loading and unloading (item 15), software development (item 32), design and multimedia (item 31), SMM (item 34), recruitment (item 35), online consulting (item 36), marketplace sales (item 33), farm work for farms (item 8), passenger transport (item 72).
- Matching the activity type. The activity type on the QR-code certificate must match the subject of the contract. If a contractor is registered as a courier but you pay them for design, the payout does not match their status.
